我司现正式启动2026年3月俄白方向（产品4和产品5）境外段运输的询价工作，具体要求如下，请各供应商务必仔细阅读并严格遵照执行：
一、报价有效期
报价有效期为：2026年3月1日至3月31日。
报价在有效期内不允许上涨；如确因市场因素需调整，月内允许调整一次。若降价，须提前书面报备并经我司确认后方可生效；若涨价，需提供国家铁路、政府部门等出具的官方文件。
二、报价主体资格
产品4标段内报价仅限当前标段的中标供应商参与，产品4标段外及产品5的报价允许所有库内供应商参与。非库内企业不得提交或维护报价。
三、报价原则
所有报价必须真实、合理、可执行，基于各自运力及成本结构审慎填报。我司保留对报价合理性进行评估的权利；如判定报价明显偏离市场水平或存在虚高情形，有权驳回该报价或拒绝引用。
四、报价内容要求
包干报价须完整包含以下费用项目（缺一不可）：①站到站铁路运费（含全程干线运输）、②车板使用费、③押运费、④口岸换装费、⑤随车文件审核费、⑥铅封检查费、⑦到站装卸费、⑧境外运踪服务费、⑨车板返空费、⑩代理服务费。若西行班列，则应包含经哈萨克斯坦转运时产生过境转关单税费（按1票计）。
特别说明：其他费用如到发站堆场内超期堆存费（免堆期需注明免费天数）、集装箱使用费、集装箱调运费等无关铁路运输的费用应在额外费用中明确。若报价中误含上述收费项目，我司将视为无效报价。
五、报价提交方式
请按附件模板格式填写《2026年3月俄白方向铁路运输报价单》；
报价单须加盖公司公章（或业务专用章），以PDF扫描件+可编辑Excel原文件形式，于2026年2月24日12:00前发送至指定邮箱：supplier.sourcing@crct.com。
邮件主题格式：“【3月俄白报价】+公司全称”。
请贵司高度重视本次报价工作，确保信息准确、响应及时。

Notice on Request for Quotations for
Railway Transportation Services on the Russia–Belarus Route in March 2026
Dear Supplier,
We hereby officially launch the quotation collection process for the overseas railway transportation services on the Russia–Belarus route (Product 4 and Product 5) for March 2026. Please carefully read and strictly comply with the following requirements:
1. Quotation Validity Period
The quotation shall be valid from March 1, 2026 to March 31, 2026.
Price increases are not permitted during the validity period.
Should market conditions necessitate a price adjustment within the month, only one adjustment is allowed:
l For price reductions, prior written notice must be submitted and approved by our company before taking effect.
l For price increases, official documentation issued by national railways or relevant government authorities must be provided.
2. Eligibility to Quote
l For Product 4, only current winning bidders of the respective tender lot are eligible to submit quotations.
l For Product 5 and non-lot-specific segments of Product 4, all suppliers registered in our approved vendor database may participate.
l Suppliers not included in our vendor database are strictly prohibited from submitting or maintaining quotations.
3. Quotation Principles
All quotations must be genuine, reasonable, and executable, based on your actual capacity and cost structure.
We reserve the right to evaluate the reasonableness of submitted quotations. If a quotation is deemed significantly misaligned with market rates or artificially inflated, we reserve the right to reject or decline to apply such quotation.
4. Required Quotation Components
The all-inclusive quotation must fully cover the following cost items (all are mandatory):
① Station-to-station railway freight (including full mainline transportation)
② Wagon usage fee
③ Escort/escorting fee
④ Border crossing transshipment fee
⑤ Document review for accompanying shipping documents
⑥ Seal inspection fee
⑦ Destination terminal handling/unloading fee
⑧ Overseas cargo tracking service fee
⑨ Wagon return/repositioning fee
⑩ Agency service fee
For westbound trains: The quotation must also include the transit customs clearance duty and related fees incurred when transiting through Kazakhstan (calculated as one consignment per shipment).
Special Notes:
Additional costs such as demurrage charges beyond the free storage period at origin/destination terminals (please specify the number of free days), container usage fees, container repositioning fees, or other non-rail-related charges must be listed separately under “Additional Fees”—they must not be embedded in the core all-in rate. Quotations that inadvertently include any of the above prohibited charges will be deemed invalid.
5. Submission Instructions
Please complete the attached template: “Quotation Form for Russia–Belarus Railway Transportation Services – March 2026.”
The quotation form must be stamped with your company’s official seal or business-specific seal.
Submit both a PDF scan and the editable Excel file to: supplier.sourcing@crct.com
